Charles IV (born Wenceslaus), King of Bohemia, laid the first stone on the Charles Bridge in Prague at 5.31am on July 9, 1357. The king was notoriously superstitious and followed astrology and numerology. He chose this time and date because of its written form: 1-3-5-7-9-7-5-3-1 (year, day, month, time).
